Chesley Brown Security Condition (SecCon)

Prior to 9/11, Chesley Brown implemented four levels of security operational conditions to meet external threats or potential threats to a Chesley Brown property or facility. We were the only security company with a structure in place where each of our properties were notified by the Chesley Brown National Command Center to maintain a pre-determined and planned heightened level of security immediately after the second plane crashed on 9/11.

When the U. S. Department of Homeland Security introduced the tiered five color coded status condition levels after 9/11, they were merged with the current Chesley Brown SecCon levels to allow instant understanding of any security measures that should be implemented for each operational level.

Chesley Brown levels are SecCon 1, SecCon 2, SecCon 3, and SecCon 4, with SecCon 1 being the highest level of threat and SecCon 4 being no external threat present. SecCon 2 and SecCon 3 are gradient increases in security from SecCon 4, but not as restrictive as SecCon 1. Each level has specific security measures to be implemented or discontinued according to the level indicated.

Our web page indicates Chesley Brown’s Corporate SecCon Level along with Homeland Security’s current level. Individual properties may have a different SecCon based on known conditions.

(A low risk of terrorist attack)
Level Green

(A possible, general risk, or significant risk of an attack)

*Homeland Security Levels Yellow and Blue are combined as Chesley Brown International Security Condition Level 3 (SecCon – 3)

(A high possibility or high risk of an attack)
Level Orange 
Security Condition Level 1 (SecCon – 1)
(A high probability or severe risk of an attack)
Level Red 

To advise security employees of the current SecCon/Homeland Security status, each property has a status board that displays the Chesley Brown SecCon level on one half and the Homeland Security level on the other. Officers are mandated to check the board on a daily basis when reporting to duty. If the status level has changed they consult with the Supervisor for additional instructions.
